With reference to my despatch of the 16th November last, I transmit to you a copy of a letter dated Halifax 22nd March from Mr. Thomsett, Harbor Master of Hongkong, and I have to inform you that under the circumstances stated by him, I will not object to his being considered to be on leave of absence with half salary up to the 2nd Jan, or even a few days later, should the mail steamer be delayed in her passage across the Pacific.
